Is High Ti-er a cabinet position? I think he can be appointed rather than elected. At least we know he is in favor of liquids for the sick. He's a little too conflict happy, though.
Maab DOES first, then THINKS afterward. Case in point: he kills the original Tier for considering an alliance with the Feds, then once installed as new Tier he states "perhaps to be a Tier is to think in NEW ways (like an alliance with the Feds, maybe)." Trigger-happy doesn't begin to describe Maab.
